At Boosted Mentality Motorsports, we are committed to providing high-quality performance parts while also ensuring compliance with state and federal emissions regulations. Because California has the strictest emissions standards in the United States, it is important for our customers to clearly understand how those rules affect the sale and use of aftermarket parts, including high-performance and high-flow air filters.
We have ceased selling non-CARB approved performance parts in California. If you previously purchased non-CARB approved competition-use-only parts from us, please carefully review the information below. If you have further questions, you can always reach us at boostedmentalitymotorsports@gmail.com.
Why CARB Certification Matters
The California Air Resources Board (CARB) regulates all emissions-related aftermarket parts that may affect how a vehicle’s engine performs and emits pollutants.

High-performance and high-flow air filters, intake systems, and similar components are considered emissions-related parts, since they can alter airflow into the engine and potentially change emissions output.

In order for such parts to be sold or used on vehicles driven on California public highways, they must first undergo CARB review and receive an Executive Order (EO).

Without this Executive Order number, these products are not legal for sale or highway use in California, regardless of how minimal the emissions impact may seem.
This is why Boosted Mentality Motorsports cannot ship our high-performance Genesis GV70/GV80 3.5T air filters (and other similar parts) to California at this time. Until we obtain CARB EO certification, they are considered “competition use only” under California law.
Types of Aftermarket Parts Under CARB Regulations
CARB generally places aftermarket parts into three categories:
(1) Replacement Parts

Defined as aftermarket parts that are functionally equivalent to the stock OE part and therefore do not affect vehicle emissions.

These parts can be sold and used freely in California on vehicles used on or off public highways.

Example: A direct replacement air filter made to OE specifications and materials with no change in flow or performance.
(2) Executive Order (EO) Parts

Aftermarket parts that CARB has specifically reviewed, tested, and certified as not adversely affecting emissions.

These parts are issued an Executive Order (EO) number, which must be displayed and documented.

High-performance or high-flow air filters and intake systems fall into this category. They must have an EO to be sold, shipped, or used on vehicles in California that are driven on public highways.

Example: A performance intake or high-flow air filter kit that has completed CARB testing and carries an EO number authorizing its use for specific makes, models, and years.
(3) Competition Use Only Parts

These parts may only be used on vehicles operated exclusively in closed-course competition and are not legal for use on public roads or highways in California.

Examples include: certain racing exhaust components, modified intakes, or any other part that removes or alters emissions-control equipment.

Boosted Mentality Motorsports clearly labels all competition-use-only products on their product pages.
⚠️ Important: Our high-performance air filters are currently classified as competition use only in California, because they have not yet received a CARB EO number.
Competition Use Only Disclaimer
Parts labeled “Competition Use Only” may not be sold, shipped, or used in California for vehicles operated on public roads or highways. Under California law:

A “racing vehicle” is defined as a vehicle not used on public highways, operated exclusively for competition (Calif. Health & Safety Code 39048).

Competition vehicles must be transported to events via trailer or carrier — they cannot be legally driven on public roads, even to or from the racetrack.

Using competition-only parts on a non-racing vehicle:

May subject you to state and federal penalties or fines.

Will void your Boosted Mentality Motorsports warranty.

Can void your vehicle manufacturer’s warranty.

It is the customer’s sole responsibility to comply with all applicable emissions regulations. Boosted Mentality Motorsports disclaims liability for misuse of competition-use-only products.
